Onyx Amulet Recipe not working?

I have never been able to get this to work. At first I though that maybe I needed a certain item level neck.

I have currently tried a item level 63 neck and all kind of combination of red/green/blue gems together. Is this recipe still working and if so can you please explain how I can get it to work?

Onyx amulets are not available in Onslaught and Anarchy leagues.

What league are you trying this recipe in? The Onyx amulet base type has been disabled in both Anarchy and Onslaught leagues so if you try to create an amulet using this recipe it will not work.
