I never knew about this when I first started. Do I still count if my highest level character is 55?

I have recently reached level 50 and I am still searching for a new wand.

If it is still there, It would help tremendously if I could get Moonsorrow, Imbued Wand (The one with 16% increased spell damage implicit).
