MMOs can't have satisfying PVP content because the core game is always designed with PVE in mind. Even if the game is designed with PVP content at its core, by the nature of it being massively multiplayer, its netcode is terrible.

You are mistaken.
Some pure PVP games :
Shadowbane - you get exp from killing players, so you level up, the problem is it does not exists anymore, except for Shadowbane EMU which is in the works.
Champions Online - I leveled from 1 to 50 just by doing pvp

Other games worth mention :
Darkfall - very decent pvp.
Return of Warrior - also called Risk Your Life - this game rocks in pvp.
Age of Conan - awesome pvp
RF Online - very decent pvp until they overpowered MAUs.
Dekaron - the original had decent pvp, but private servers ruined its population.

These games are NOT pvp. They are esports (sport).
Some other esports worth mention :
C9 - continent of the ninth.
Rusty Hearts - awesome game.
Rakion - decent but has a lot of cheaters.

Play the new RF online when it comes out. It has all the grief... PVP you might want.
