They absolutely do have motivation -- to control the economy. If there's a huge influx of players like now, maybe they lower them. If the population takes a dip, maybe they raise them. I wouldn't be surprised at all if they also alter the drop rates of specific individual accounts. Read any Chris Wilson interview; he's absolutely obsessed with making sure the game's economy doesn't fall apart. He mentions that exactly in almost every interview.

I'm not going to use 20 whetstones for every roll. That's insane. Nobody does that unless you somehow have thousands of whetstones sitting around. Even just 100 rolls would = 2000 stones.
