Download Speed - How fast you are patched?

So is it year 2013 or 2003, speed is ridiciously slow, it's ruined for me today I suppose.

My speed is *supposed* to be 16/2... Does this have anything to do with the location of GGG office-server-pathecy-pale in NZ? Just finished :O mne was jumping from 19KB/s to 1.5MB/s took about an hour fifteen?
