The required level (rLvl) of an item depends on both the base level of the item (bLvl) and the level requirement of the highest mod rolled on the item (mLvl).
Your actual character level has nothing to do with the level of item you can roll. The level of the mob that drops an item determines the item level of the drop. If the item has no mods, the rLvl is just the bLvl. If the item has mods, the mLvl is 80% of the level requirement for the highest mod rolled on the item. And then the rLvl is the greater of the mLvl and the bLvl. The item level (iLvl) is used to determine the level of mod that can be rolled on an item. You can roll anything up to the item level. So.. lets say you have that +17 Onyx amulet with no mods that requires level 25. This is the bLvl (and also the rLvl). If you pick up the amulet (put it on your cursor) and type /itemlevel in chat, you can see the iLvl. Lets say it is 30. Now you want to upgrade it to a rare so you apply an Orb of Alchemy and a bunch of mods appear. These mods come from the list of prefix and suffix mods that can appear on amulets up to item level 30. If the mLvl is 30 (the highest rolled mod's level), then the mods require you to be at least level 0.8*30=24. Since max(bLvl=25, mLvl=24) = 25, the resulting rLvl after the Orb of Alchemy will still be 25. If, instead, this was a Paua Amulet (bLvl = 2) and it got the same mods, you would see the rLvl jump up to L24 when you apply the Orb of Alchemy. The highest that an item's rLvl can jump up to is 80% of the iLvl. Check out the mechanics thread, though it's probably a bit out of date at this point. |

Edit: Nevermind. I'm guessing shops sell things at increasing item levels even if they are "blank?" So what I assumed was caused by my character gaining levels was just me buying blank rings from higher quality shops which could roll better mods.

Ya, you can watch the vendors for good items. I also pick and save +30 resistance rings for later as well as ammys. Its nice to have one in case you want to try for a better roll, but don't want to ruin what you already got.
