Well if you make an account and topup like 1 dollar you can get all of them except crystal and some imp masks... depends how how much you want it i guess.

Also, if you link your account with steam, you can still login without steam.

But if you are in SE Asia that you will not be able to get PoE on Steam, because GGG sold the area to Garena. PoE does not exist in Steam for you.

Sure it does bro. Just don't use the Garena client, and log in through GGG's Singapore sever, it works just fine.

What do you need to do on steam to get these? I've not seen them on there yet.

Easiest way is to buy them (they are super cheap) http://steamcommunity.com/market/search?appid=238960

other way is to forge badges or something and have a chance of getting one, i don't know how all that crap works.
