I'm running PoE with an high end CPU and high end video card, in fact everything is high end most of new games run with max settings without much troubles but i keep getting issues with PoE ( in full party mostly and again depending of skills and effects used by others members ).
In my opinion, there is
a lot of work left to make performances issues a thing from the past but i'm more optimistic than before. More employees, i think they have some better routines than before aswell and are more organized when pushing some content and this is kinda amazing when you consider where the game come from.
( this is not a rant just wanted to enlighten you a bit more regarding performances issues
feedbacks, to point it wasn't always that simple, i'm sure you understand my point )

when framerate drops occur, is it cpu or gpu-bound in your case? because i have a feeling it may be cpu-bound in case of too many calculations to do per frame with lots of mobs and aoe skills going on. would be worth checking out. and if that's the case, well, they would need to write some sort of aot compiler for gem effects - well, unless they're already there and it's not enough.
what's another possibility though, is network latency. i'm playing with lockstep and in towns i've got 30-40fps, less than in the biggest battles so far. so as you've said, with a bigger party there may be some framerate drop, but it may actually be unrelated to the graphics at all, because the game has to track and synchronize everything that's going on across all the players and the server. i'm mostly playing solo, so i didn't experience any such thing myself.
