It says specifically "Active Skill Gems" so yeah.

It doesn't, it explicitly says "active skills".
First thing I thought of was full quality level 1 AA supported by Enhance which should be pretty easy to maintain for almost any build that uses mana for a nice speed boost (+0.35% movement speed per quality percent).

Yea this does have some potential(just like empower does)

Well freezing pulse would benefit to an insane degree. That 8% quality equals 24% projectile speed. I wonder if this bonus can exceed the 20% cap.
Faster projectiles would give far more speed.

Thing is once you have it leveled up every character you make is going to have an enormous advantage from that point forward. For that reason alone its easily worth slapping in your secondary weapon.
