You stop for 0.5-1 sec for each pack to cast an Icestorm or two (depending on if they are white or magic). That part is not really different from HOWA, especially the BF version. You just move faster with Whirling Blades as Raider. But 2 Quicksilver flasks with 70% movespeed is not really that much worse.
If you get 1-shot by anything in that map with 10k ES (including Mino himself) then you are definitely doing something wrong. Nothing can hit you for even half of that ES in 1 shot unless your resists are not maxed or you are shocked and not doing anything about that (Mino has Phys To Lightning). Having 10k ES but not enough DPS to 1-shot packs even in T14 suggests that you may have taken extra ES instead of Int. That would be a mistake because Int gives you both ES and DPS. What's your Int and resists?

ETA: Looked at your character. Yep, you took ES over Int, and that's a mistake. Foresight, hubris, low Int items (everything but the gloves and chest). A rare ring with at least 50 Int is OK to max resists until you get Perandus. But your ring has 0 Int, that's really bad.
Your Int is too low for the endgame. You lack Int on items, as well as two items that give %Int increase: Black Sun Crest and Perandus Signet.
And no Potency of Will. That explains why you can't 1-shot packs in T14. This is not HOWA. Icestorm duration is very important. You don't insta-kill packs in high tiers, you cast on them 1-2 times and then they die as you are already on the move to the next pack.
Although that still doesn't explain how anything can 1-shot you there. But I can't see your resists.

Anyways, I changed some gear and this is what I have now:
My ES is 8.5k, 1500 INT which is kinda low, 6k hideout dps which is also pretty low..
I haven't played a lot with the new setup yet tbh.
I might replace the %ES ring for a perandus signet sometime soon, if I can get the fire res somewhere else.
I dropped the 2 ES nodes and picked Potency of Will, that should make a notable diff on clear speed.
Can someone share your exp/hr of clearing shaped mesa (and lv)? I'd like to get an idea on what other's clear speed is :-)
BTW, OP said two Quicksilver provided +70% speed, but it looks that the effect doesn't stack?
Here, I went and cleared a blue Shaped Mesa (byproduct of corrupt challenge). Only 10% pack size but it had a league mod and I added 3 more with leaguestones.
I'm not a pro xp'er and I pick up some loots, so I'm sure it can be done faster.
2 flasks because 1 is sometimes not enough, depending on the map. In a linear map with good density like Strand 1 is enough.

Level to 92, that last jewel socket will give you most of the missing DPS. Look for better boots, 30 Int is too low for the endgame. You can have a low Int item if it's really good other than Int (like your belt, a roll like that with a Deafeining essence would be awesome). But good boots aren't that hard to get if you don't aim for 200+ ES. For this build 150 ES boots are just fine as long as they have high Int, decent resists and some movespeed.
Take off your boots, gloves and the rare ring and see how much resists you need to max them. If possible, find boots + gloves that will max you. If that's not possible, look for a jewel with 30+ value for this build and a dual-res mod (or all-res) and then find the rest on boots + gloves. And once your resists are taken care of, wear Perandus Signet.

We use golems for the nice DPS boost they give with Liege of the Primordial, and also as decoys. But their own DPS is irrelevant.

In legacy it's kinda hard to find 4x damage affix jewels. But you can find some with 3 damage affix and 1 all ele resistance. If you find four jewels with summary +40 all ele resistance and with decent gear you will be able to free normal bandit's passive point and 3 from here:

good tip, actually something I've already been doing partially. with 4 points, its better though to pick the jewel socket next to CI and the 30str node beneath it and put a brute force solution in it. thats 54 int. ;)
