you can still go down to 1 Power charge and pretty much 'convert' any gained power charges to frenzy charges.
Not sure if "losing" power charges counts as "expires or consumed" for voll's devotion, but you can slap a Romira's Banquet on (with RT???) if you don't want to depend on the freeze gimmick.
I don't think it's worth the hoops but...fun with charge generation?

Why the hell do they always have to try to be so creative on new uniques? This is why 98% of all uniques have absolutely 0 demand and are trash. Also if this is an upgrade, i would hate seeing the lesser model seriously WTF.

If every new unique item was "better than all items that came before" then poe would replace d3 as "most ridiculous power creepy arpg ever". On the other hand, 'interesting' items that won't ever be meta (and won't push power creep) will still see limited use for specialized, interesting builds.

edit: and then you get the odd item that people discount on paper that end up being amazing. Varunastra was slated in its reveal thread.
