What are the most important rolls on Inpulsa to look for except life?

Is this inpulsa roll bad or not? from what i understood it sems to be good for single target but bad aoe, am I right? should I divine it or not?

Can I get more single target on my speed-farm setup without losing speed? Even with HH the boss in underground sea sometimes takes a bit to down. profile public

Is there a reason we use daggers over say a rapier with implicit crit multi?

you cannot roll caster mods on a foil (spell crit/damage etc)

can someone please look at my character and tell me what I should focus on next?

It's BiS for AoE actually. The "Shocked enemies you kill explode for % of their life" is a massive AoE boost, you literally hit one monster in a group of monsters and everything dies. The "increased damage if you shocked an enemy recently" helps with AoE and single target. These 2 mods are the most important.

You need to have Herald of Thunder active at all time. The effect from Herald of Thunder is that quite frequently random mobs in near you will get hit be a lightning bolt, quite easily visible. This will apply the warlords mark curse to them and they will give you mana and life leech.

Are wands just not usable? When I do a generic look up of 1 hand weapons with mods you can get some wands for basically nothing vs Scepter and daggers.

I think what you could do is switch Efficacy to a support that gives more damage. With both duration clusters, that should not be too painful. Alternatively, consider dropping the second duration cluster and keep Efficacy. Maybe getting the helm enchant will be a net positive because you can reinvest those points into the Shadow start / Arcane Potency / some jewel sockets.
Other than that, I only see very minor improvements if you want to keep your current level of speed and MF. You are at a point where you might consider getting a 21/20 Vaal BV to see improvements.

EDIT: You can also go for an Intuitive Leap setup (see my profile) to generate charges and switch Ice Bite to a higher damage support, but that also costs some skill points.

You can not use Shield Charge or Whriling Blades with wands. We also pretty much can not use Lightning Warp because stacking duration basically makes it unusable as a movement skill. Relying on a quicksilver flask is way too slow for any build not using Queen of the Forest. You also lose out on Fortify, which is a very important defensive layer.
