Because one Ice Nova proc is normally enough to kill trash mobs and the benefits of HH out way the longer cooldown of CoC (i.e. the movement speed, life, ES, regen, damage and other bonuses you'll get within like 15 seconds of any map).
Plus this build has more than enough damage for red tier maps.
Exactly, but you can still have cdr on boots so it's feasible to have both things. However, you don't really need that for mapping anyway as @Hohenheim already explained, you can also switch belts for end game bosses if you wish.
I'm not sold on using meeks and unnatural instinct as assasin, it is just not optimal I think as you do it with scion, you lose notables you need to take in order to get there, you can get similar results with other tree areas investments as assasin, apart from movement speed of course. You also need to travel a lot, here and there, not even mentioning the prices for jewels. I did this last league when I played ele hit cold crit scion. However, I'm welcome to be proved wrong ;)
@Hohenheim you can use similar WE jewel to mine, with increased base crit chance with hatred.

Some one can say me, what is my true dps against shaper/uelder (with no RF) but with flasks. I`m new in PoB.

Hey, no access to PoB right now, but I can dee you dont have 14%+ cooldown recovery from belt. That means your optimal attack speed is 3.0 or less.
You have more than that so you should respec coordination node, changr cospri to 8% attack speed and not use silver flask when you fight bosses. That should be 3.0 APS and optimal for your DPS.
Also make sure cold resist is the highest for wise oak cold pen.

I have some questions. ^^
why use hatred aura? because of watcher's eye on mod critical chance?
or another reason? what else aura would advise to the assembly?
