It seems buggy yeah. I play stone golem elementalist this league. They seem to do the default attack more often than the slam, which defeats the purpose of having it in the first place.

Did you try using Blood magic? maybe they added a mana cost. as a comment on reddit said

can confirm this bug. stone golem ai seems to be broken this league.
