POE2 has strict Authoritarian Builds, diversity isn't possible BY DESIGN. RIP Buildcrafting.

Unfortunately the exact opposite is the case. The more you try to balance things, the more you are pushing players towards meta builds. After all, why would I try to make a whacky and weird build work in an environment where creativity is suffocated for balance's sake, when it's a 100 times easier to just just run with the meta build?
And you can't even argue with balance tbh, because if it was about balance then Deadeye LS should have gotten the axe a long time ago, but it didn't. And it doesn't still. So OP's assessment of trying to guardrail you into their meta builds is pretty on point.
THE VISION
And I just tried another off-meta build, not doable. This time because the skills themselves wont work together. The skills have a strict tagging system and unless they are meant to go with each other they wont work and provide synergy. For example, endurance charges wont empower any other skill than warcrys.
This is definitely a big problem.

I would like to add that uniques are not adding to build diversity either because many of them have huge downsides that kill whatever makes them interesting. Or their simply too weak to justify using.
I think the Dev's are trying to walk on the edge of a knife and cutting their own feet in the process.

Anyone who has watched some POE 1 Build of the Week videos (if you havnt or it's been a while they are easy to find on Youtube) knows the bizarre and manically involuted, overly complicated Rube Goldberg machine type builds that (slight sarcasm) One-Shot entire maps at once.

I can see wanting to tone that down a bit (a lot) in an effort to keep the play field more level.

IMhO I would also start with a higher level of restrictions and protections in place were I designing a system. Players are happy when you make things easier, more flexible and accessible. Those same peoples can get quite irrationally upset and vindictive about "Nerfs."

I agree that (IMO) build diversity is a bit, too much, hampered right now, and hope to see some updates to help with more cross class flexibility. Perhaps reducing restrictions based on weapon type or by tagging damage buffs in the tree as only attack or spell.

Random thought as I type: POE 1 has spell daggers. Those could open a bit of diversity for Sorcerer/Witch allowing abilities that only use Heralds and some other type abilities, I would assume spell daggers would have some of the same affixes as wands but not fully the same. More melee/spell based. Some other hybrid-role type weapons (one handed 1/2 staff, nunchucks, sai, Sickle/scythe, etc) could help some. Tagging them with existing weapons types would limit the need to re-work the skill tree.

You've made the mistake of operating with a foregone conclusion. Why must creativity be suffocated for balance's sake, when it could just as easily be nourished or unaffected?

No you haven't gotten there yet clearly. In campaign (the old one) it isn't bad. But when you get higher you have to get point blank with a pack of mobs and if you miss the shatter you die. It's simply that. One button press and you are dead because yoy are point blank with 40 mobs who will stun lock and kill you.

I am not even sure what they mean by balance. The balance between characters? This isn't a pvp game. Why does it matter? And if that js the balance they are going for they are screwed already.
I would add another thing - a lot of skills and skill/gem/gear/passives interactions are bugged, many of them are bugged from day 1, some were reported 10x since then, and yet, you read in patch notes that another skill that actually worked is nerfed or reworked but skills that do not work (and hence noone play them because you cant make a build around them) are completely ignored :(
