Most of the things in the notes didn't seem too exciting to me. More exalts and more rare items don't solve the insane rng layers that effectively reduce the chance of finding usable gear at end game to near zero for most people.

But if I am reading it correctly, the following seems promising. If high tier items can only roll high mods and items drop, this might address the ground loot problem, at least in end game. This could be a win. One of many still needed.

Tier 2 and higher Magic items now drop around 5x more often. The low level mod culling of Tiered Magics has been significantly improved with Tier 2 now culling 50% of the mod range, and improving from there. Tier 5 magic items will usually only roll the highest mod available for a given type. This means that Tiered Magic items should be a much better starting point for crafting or Recombination.
Rollback aside, I rate the patch notes 1/10. 1 point for fixing some bugs.

Everything else, doesn't really fix or address any of the game's issues, the main issue being drops still being dictated by having an "%increased rarity" affix on every piece of gear. Archnemesis failed, so why this rarity implementation is still a thing in POE2, I have no idea.

I'll quote GGG's recent "Item changes" post:
"One side effect of this change would have been to make Player Item Rarity that you get on mods on your gear more valuable also, which is not our intention. In order to counter that, we have reduced the effect that these mods have."

So yeah, item rarity on gear will be less important in 0.2.0g than it is now.

Also having IIR on every piece of gear is not mandatory. Killing monsters quickly and moving quickly is much more important to get good loot. But eventually you'll get to a point where you're oneshotting everything and moving as quickly as possible for your build. What do you do then? IIR gives at least another vector of development to improve your loot.

Then don't market it like a live release. If that many changes were necessary then put it in closed beta.
