Magma barrier imbuement time not scalable

The compressed duration support gem is even a recommended gem for Magma Barrier. It does not seem to reduce the imbuement from 8 seconds (default). In addition to this, tree passive nodes that are supposed to reduce skill effect duration don't seem to work on it either.

+1 it didn't work in 0.2 either despite it having the duration tag. Was hoping it would be fixed for 0.3. Have to rethink my starter now.

Disappointing considering it was a spotlighted skill gem in the announcement video.
