The -60% penalty and subsequently inflated elemental resistance values are bad for the game.

I dont see a big problem here.

It makes a large portion of gear drops practically useless by default, just like shoes without speed modifiers. By the end you need on average between 37 and 55% resistances on each piece of armour and jewellry (depending on the char and how many rune slots you use), so any item without at least 2 resistance mods is trash.

55% isnt much. There are people wearing 3-4 uniques with no res in their whole setup and still manage to max out resistances. Lets not forget, that a Tier1 resistance can have like what, 48% resistance? Then you have triple res rings that have that as an implicit mod integrated, giving up to 3x10% res for each ring. On top of that, you can use gear slots to socket runes that give you res. And then the campaign also offer some permanent resistance here and there. And if that is still not enough, there are some nodes on the passive tree that also provide res. And even if 3 modifiers of an item are res, you still have 3 slots left open for other stuff like life, rarity etc.

Yes, of course you can trade for better gear, but I'd prefer it if I could just upgrade using what I find, especially during campaign.

Understandable, but with the introduction of market, GGG has clearly shown that they are absolutely in favour of trading your gear. Ofc they will also keep working on crafting, but crafting in PoE is - like always - a complicated procedure you really have to learn in order to make something effective.

So I guess you either learn how to use the crafting materials (especially desecrating stuff) or you start buying gear.
You're arguing in the wrong direction. I never said it can't be done or that I don't know how.
I just think it's stupid and unnecessary and makes the majority of loot useless, which is bad.

And that's where I disagree. I sold alot of items that had no res. Amulets with energy shield, cast speed, life, +2 on projectile level etc. Some people get their full resistances by just 3 pieces of equipment and can afford to have some equipment pieces without any res.

Yes, items with res have higher value, but that's it.
Kind of a low priority problem, if they remove the penalty, gear will have less resist on it; same results, one looks better then the other...that's about it.

But you shouldn't balance the game by what "some" people can do or get.

As a player that only started playing ARPGs about 1.5 years ago: keeping this kind of thing from D2 is so... Incongruous? It's like if we still had to have a dedicated potion gridventory instead of flask charges, or still had a stamina bar, etc.

Why have the resistance penalty in the first place? Like, the strength of resistances on items scales with their (modifier) level already, right? That should be enough to encourage gear upgrades on its own.

Even as far as "things that are here because of Diablo 2 but need modernizing" go, there are bigger issues right now. Like have you noticed we still have to identify items?

Heheh. An iconic duo; devs and nostalgia teaming up to torment players decades later.
