Tempest Shield… The least used skill?

4% more block would be weaker than 4% increased block, because nobody has more than 100% base block.
4% block vs 25% mana is very cruel and pointless. There are auras that give more useful stats and points.

Dont forget damage on block. With high blocks 60++ this skill is actually pretty good add life leech and its even better.

If you have 60% block already, then tempest shield reduces your incoming dps (note, need spell block for spells) by 10%. If you have 71% block already, then tempest shield reduces your incoming dps by 14%. This is pretty comparable to (if not better than) other defensive auras like Purity or Determination, which reserve 40%.

I agree that not everyone has 71% block chance, but you can see why adding 4% block is exceptionally good to some people.

(Note, with Bringer of Rain and the Anvil and Crest of Pendarus, you can get 65% block chance without any nodes...)

When I first started messing with tempest shield a while ago, it didn't get any damage bonuses from +elemental, lightning or spell damage nodes, and I was horribly disappointed.

Still the same?

Definitely. All the others have a use, Punishment is just junk. It was removed from the game for a very long time, then was brought back without accounting for the year+ difference between player/minion defenses, enemy life, and enemy damage.

This skill was gone for so long that I had completely forgotten it existed. It's horrible currently.

Punishment sucks when you're melee phys and you're on Malestrom of chaos.

Proliferation works, however the freeze duration is very short due to the inability to use cold penetration, added cold damage, or any other form of cold damage increasers such as gear or curses to increase the duration of the freeze. The only current thing you can do with it is 2-link it with elemental proliferation and use temp chains for your curse.

Freeze mine does however make breath of rime more attractive to take. Only problem is that breath of rime is in the middle of nowhere for most builds and you'd be wasting a lot of points to make one skill useful if you aren't already using cold damage to stack freezes.

I'm surprised to find out these don't work, and it should definitely be changed.

It's this simple:
  • If you are using Tempest Shield to predictably trigger a particular damage- or hit-based effect per successful block, you have a true understanding of the skill and are capable of using it to do viable and perhaps even overpowered things.
  • If you are using Tempest Shield purely for 4% additional block and nothing more, claiming Tempest Shield is underpowered is as ignorant as saying Kaom's Heart is underpowered (because you use one-handed weapons) or Righteous Fire is underpowered (because you stack life instead of ES). Actually the most apt comparison is Vitality, which serves a nice purpose in Righteous Fire builds but is a waste of reservation cost elsewhere.
