Tempest Shield… The least used skill?

It's this simple:
  • If you are using Tempest Shield to predictably trigger a particular damage- or hit-based effect per successful block, you have a true understanding of the skill and are capable of using it to do viable and perhaps even overpowered things.

This got me thinking, thanks!
Obviously spellcasters can use it for shock (and less obviously, life/mana leech), but I had thought most melee wouldn't benefit from the on-hit effects which didn't need tempest shield to do lots of damage. Flee, knockback and blind are all too unreliable to use with Tempest Shield, and don't really work well in conjunction with melee anyway (except blind, which stops tempest sheild from activating 75% of the time!)
I hadn't previously thought of the following though:
- Curses which activate on hit from items (eg: temp chains).
- Culling strike (+rarity/quantity)
- Power charge on crit.

All of those could be really nice for melee builds.

Also note, however, that 4% block (5% with IF) for 25% isn't underpowered IMO. If tempest shield dealt no damage it would still be worth it for block builds.
Face it, all of your suggestions are worse than this idea:
http://www.pathofexile.com/forum/view-thread/657756
notice how in the video even his rf fire is doing damage to those zombies which is based of life, his life is uber low so they are some weak ass mobs...

And to whoever said 4% more block would be worse then 4% increased block, what i meant was going from 75% cap to 79% cap

Blind is only used on crappy evasion builds that get 1 shot when a crit makes it through. Everything else is using US, and if they use blind, it still wont work (same with enfeeble's -accuracy).

Not a lot of melee builds run crit, but yes, PCOC would be nice with high block / spell block + TS ^^

And yes, TS is heavily worth it for tank builds.

I believe Frost Wall is used even less. If only it lasted 10x longer or froze enemies if they touched it.

You can constant cast it verrrrrry easily = unlimited wall. It should be used a lot more than it is.

This is a fallacy. Blind is a very strong effect and is actually a strong selling point against US; if you can reliably trigger Blind (regardless of whether or not you're going evasion) you want to give significant thought to skipping US. I have an Iron Reflexes character who doesn't use US for this reason (7 attacks per second + Blind). The only thing I agree with you about is no Blind = US, easy choice there; also, Acro without Blind is doing it wrong.
When Stephen Colbert was killed by HYDRA's Project Insight in 2014, the comedy world lost a hero. Since his life model decoy isn't up to the task, please do not mistake my performance as political discussion. I'm just doing what Steve would have wanted.

Why would a shield wearer NOT use Tempest Shield?

Because *~the community~* decided it's "literally useless" for them, duh
