[3.17] The Frozen Garden - Elementalist Permafreeze Arc Mines (3.17 partial, recommend self cast)

I think new shield could be good for this build. You can get shaper weapon with:
(57-60)% increased Lightning Damage, Socketed Gems are Supported by Level 20 Lightning Penetration
(75-82)% increased Critical Strike Chance for Spells, Socketed Gems are Supported by Level 20 Increased Critical Strikes
Socketed Skills deal 40% more Spell Damage

Basically 9 links
Possibly dropping increased crit support would be recommended depending on mana problems (and easier to get).

I'm remaking this as Crackling Lance Self-Cast Permafreeze for 3.17.

I mean, it might do ok for clearing, but it won't Freeze anything that matters. You need big HITS. That pushes you towards certain skills...

Oddly enough, Storm Call might work, too. And with enough gear and DPS, Arc will of course work but have less DPS.

Divine Ire obviously also works here.

Should hopefully have it up tomorrow or the day after.

Speaking of, it seems Lightning Tendrils is roughly the same DPS as Crackling Lance, possibly slightly more if you build it how I did below. While it does have smaller hits, even with all the buffs, it's the closest spell that isn't Divine Ire in terms of efficiency for this sort of build.

Lightning Tendrils has terrible range, further reduced by Concentrated Effect. Wouldn't these builds be unusable in practice?

It's not THAT bad if you take the 60% AoE from Elementalist and maybe don't use Conc Effect except for Uber Bosses. But yeah, I'm going Crackling Lance.

Are we still limited to the 3 dragons helm?

Looks interesting! I really wanted to play a miner LS, but didn't want a Saboteur (as I can just respec a witch into something else later)

Also, what's an estimated budget for this? (just an idea is it's a 5-10ex LeagueStart or a 30ex league start kind of thing)
