It doesn't need to change stats, it doesn't need to put more and different passive nodes, it doesn't need to think about combination, it doesn't need to change mechanisms, it doesn't need to buff or not enemies, it doesn't need anything... Just a simple max cap that would bring back Jonathan's lost vision.

👍 No more 3 sec Boss kill.
👍 No more words like "You stay out, I'll take care of the boss myself"
👍 No more scared players outside Boss room.

-Another piece that completes Jonathan's vision and still ruins the teamwork experience is the movement speed which should be treated the same. Put a cap to prevent "Flash Runners" from completing maps in under 30 seconds. Force them to follow the group and share experiences, as well as help the entire group complete all the tasks the map provides.
It doesn't need to buff Debuffs coming from ground effects.
It doesn't need to worry if someone left behind.
It doesn't need complex movement gem combinations that would correct the movement balance.
It doesn't need buffing insane Bosses movement speed.

👍 No more worries about reaching Flash heroes before entering Boss room or killing/opening anything that drop items.
👍 No more player kickings that lost systematic play.

Players always complain PoE2 feels like walking in mud and beg GGG to raise base movement speed, not gut it. Holding space to sprint helps a bit but you still get clapped mid-run, forcing even more defense stacks. Hard caps on DPS and zoom just shift the meta until it nukes bosses again, then half the playerbase quits when gutted. We passed Chris Wilson's "breaking point" on power creep years ago. Game right now needs solid performance improvements, real divine sinks, and juicy endgame, not this phony stuff.
Edit: I misread and said "base movement speed" there but as people mentioned OP said nothing about base movement speed, so just movement speed in general. The rest stands imo.

The OP said nothing about base movement speed.
And while I disagree with the concept of hard caps in principle, he's right about reeling back the ceiling and closing the power gap. He's just got the wrong idea of how to do it. The game needs to remove exponential scaling.
You're right about performance improvements too. Both should be done. But the performance fixes go without say; they're a ubiquitous concern.

If caps prevent insane damage then Bosses shouldn't do one hit kills. In any case caps are the guaranteed but Dev's lazy work for fixing unbalanced game. The other method cost time, effort and need skillfull Dev team.

You really don’t need to slap hard caps on everything to get people to make smarter builds. That’s the nuclear option. There are already softer, much more interesting ways to force choices.
Look at socketables. Abyssal Eye is a great example: you can have only one of them. That alone creates a build decision. Do I want this specific power, or a different one? I can’t just stack 12 of the same thing and call it a day.
Same with unique jewels like Prism of Belief Diamond – you can only have one in your passive tree. I wouldn’t even want to imagine what the game looks like if I could cram multiples of that in there. That’s not "meaningful combat", that’s "oops, we accidentally invented god mode."
That’s the kind of design that actually works: let people feel strong, but make them pick which flavor of strong they want instead of letting everything stack to the moon.
If they really want to tie movement speed into "meaningful combat", there are also way more creative options than just capping it. For example:
- The faster you move, the more damage you take if you run straight through enemy hits or projectiles.
- Same with traps and ground effects – if you zoom through like a maniac, your character gets punished by basic physics.
You want to go full Sonic? Fine, but then you’re also signing up to eat that arrow 3 times harder if you turbo-charge your face into it.
That kind of system keeps the power fantasy intact while actually rewarding awareness and positioning. Hard caps just take the scissors to everyone’s build and call it "balance."

Of course there are ton of options to bring balance in gane but Devs so far done nothing. The quickest way for them is by putting caps to anything. And yes sometimes nuclear bomb ends the war.
Besides it's not fair putting caps to defences and not in attack options.

+1. Expecting some changes in MS in 0.4.0 patch. Caps or not i don't care .MS should be half of the current max value. Enough with Ferrari runs, game became racing clone. I saw video of a guy that reached boss room without killing anything by running through enemies like Road Runner.
