For the fusings case: set 3000 as the maximum amount of fuses that is required to 6-link it, while keep 300 as the minimum amount; keep the average amount roughly about where it is. It is mathematically possible to design a such system and it would keep a certain aspect of the current RNG, while removing the two extremes: namely getting it easily and never getting it. It's also entirely possible to design a system that has a healthy dose of RNG in crafting, without having it be completely and infuriatingly random. More expensive, perhaps even absurdly expensive, recipes to make sure your item at the very least does not get worse while you gamble on the chance of it getting better would be my choice. Let someone reroll just that movement speed affix without having to worry about completely ruining the item, and they'll probably happily blow more currency on it than they would normally, and feel better about it because they are no longer actively working against themselves any time they try to "craft" something. If someone has a 5L and they really want a 6L, charge them an arm and a leg for a random chance, even the same random chance they have now, of getting that 6L, while knowing they won't wind up with a 1L x 3 in the end. Then they can actually craft with the gear they're wearing instead of a backup set which might eventually become useful someday. Maybe. Probably not.
When you keep it to blues, transmuting, augmenting and alting an item isn't bad. Sockets are fine as long as you're keeping it to 3/4 or less. It's only when the range of possible options opens up into a vast sea of uselessness with 40+ rares and items with 5-6 sockets that the RNG turns from a fun game into the laughing, skull faced god of suffering I am coming to know so well. |

Extreme RNG make it possible for poor players to get good stuff, even if it's unlikely. People already complain about rich people (= those with free time) being too much favored by the system, restricting RNG would only make things worse. Indeed, "only 2950 to go" would the most boring thing on earth.
